Back in April, DND conducted an internal study evaluating its contribution to the Pearson Peacekeeping Centre. The results have now been made available to the public here in PDF format (Adobe Acrobat Reader required), but the summary page is here.
The main argument of the study is that PPC, which has specialized in training foreign officers in the art of peacekeeping, hasn’t been training all that many Canadian officers in Canada in the same task. So it’s recommending pulling the plug on DND funding...
I'm in agreement with the Phantom's conclusion:
PPC was a Chrétien-era creation (established 1994), and given how DND’s been spending money in support of active operations such as Afghanistan, it’s understandable that DND would like to see it off its books and onto, say, Foreign Affairs.
Quite understandable, I'd say.
