...and bringing up the rear: Canada First!

David Akin is reporting that the new defence policy the Conservatives are calling "Canada First" is going before the federal cabinet for approval today. I'm curious to see which ideas made it into the final document, and which were lured into a subcommittee room at NDHQ, PCO, and PMO and quietly strangled.

I'm also curious to know, if anyone cares to share, just why it took almost a year to approve a document that was almost complete in November of 2006.
