Post-2011 Mission Heading Back to the House of Commons....

....at some point, according to what the Canadian Press is calling an "impromptu debate" on the issue in the House of Commons Monday. This, according to Hansard, from the Parliamentary Secretary to the Minister of Foreign Affairs Deepak Obhrai, responding to a question during the discussion in the House:
Mr. Speaker, I can tell the hon. member that when the mission is debated after 2011 by Parliament, he …. will have an opportunity to fully participate in that debate. The (Special) committee (on the Canadian Mission in Afghanistan) will participate. Canadians will participate to indicate how the mission after 2011 should go, while taking into account the strong values and past contributions. I can tell the hon. member that we are looking forward to that debate.
(You and also read the 32 page transcript of the "impromptu debate" by downloading it here.)

It'll be interesting to see how "Canadians will participate to indicate how the mission after 2011 should go."

Yet note what LGen Leslie said in the previously posted On Track interview:

MacDonald: My second question is that if the government decides to maintain a Canadian presence in Kandahar post 2011, what could the Army contribute to that?

Leslie: The military mission in Kandahar terminates in 2011. No one has suggested to me that we are staying past 2011. As such we currently do not have any plans or even any line diagrams on a blank sheet of paper for post 2011.[emphasis added] This is the will of Parliament.

Josh: What General Leslie said is correct. While the politicians still play their semantic game of Twister when talking about what's coming next, the military carries on with the last lawful command. The political masters have to decide (and clearly communicate) the WHAT before the military and bureaucrats can get to work figuring out the HOW.
