It just hasn't flown yet. A topic thread at Milnet.ca:

My,. my, how much that A400M looks like a C-141-clone. It would appear that with the A400M program's repeated throw-out-the-troubled-design-and-start-over events, the engineering geniuses at EADS finally opted to go with a proven design.
(Maybe they should have just copied the engine, also.)
