Maybe Canada isn't leaving Afghanistan in 2011?

It will come down to Canadian electoral politics, not a principled or even rational calculation of Canada's national interest in the true sense. Sigh.

speaking as somebody who supports the mission in Kandahar, if we can't be in Kandahar, I'd rather be all the way out and rest and reconstitute the CF back in Canada until we're back to 'normal' in terms of recruitment, training, equipment, promotion boards, etc., rather than hang on in some non-combat way in Kabul. Of course other assistance and a diplomatic presence will obviously remain and can form the core of the mission to Afghanistan even if the CF are not there.
As the PM said, the mission as we know, will end.

Sadly, I believe you got it in one - why else would the resolution wording have left such wiggle room? Especially with a minority gov't?
