New Canadian Coast Guard vessels: Paying more to build in Canada

The Mid-Shore Patrol Vessel saga is yet another sorry procurement effort. Nobody in Canada could build them for what the government was willing to pay. So now some shipbuilder in Canada will have to buy a foreign design and then build it in Canada. Not a way to get the best vessel for the best price. But I suppose better than paying even more by trying to design it here. Might the same thing happen with the Navy's Joint Support Ships and Arctic/Offshore Patrol Ships? Still a wasteful way to try to maintain a wasting industry for political advantage:

Bidders will be required to demonstrate in their proposals that
they will have the intellectual property rights from the owner
of the proven parent design to produce these vessels and that
they have the intellectual property rights to modify the proven
parent designs for the Canadian Coast Guard's specific
requirements. Bidders will be required to obtain the
intellectual property rights for Canada to have access to
relevant background information for its use and any third
party's use for the maintenance, repair and operation of the
MSPVs for the life of the vessels.

The vessels are to be produced in Canada in accordance with the
Canadian Shipbuilding, Repair, Refit and Modernization Policy.

As this requirement concerns the procurement of goods to be used
for the national security of Canada, a National Security
Exception has been invoked, and as such trade agreements do not
apply.

Industrial Regional Benefits and Aboriginal Set Asides [good grief] are a
requirement of this Solicitation...

The sad thing is that, if contracts had been been put together while the Halifax class was still under construction, perhaps Canada could have maintained the ability to build warships and patrol vessels domestically.

Speaking of the Halifax class, perhaps this is something that should be looked into:

I think its interesting:

We could have a more diverse ship building interest if some of the workers from Flennsburger Geffenschtalt were rounded up by the Ceaser and brought over to give a lions effort at Washingtons yard too.

Work them in easy on contract and respected through the union and get them working on the new build. That would go for the temporary worker program at the dockyard FMF CB too!
