Change of command

A CP slideshow on the ceremony installing the new CDS. In his speech Gen. Hillier said that the Canadian Forces were firmly under civilian control--Parliament, the prime minister and the national defence minister (whatever happened to Cabinet government?--but that's another story). He then added, much to the point, that civilian control did not mean civil service control.
